Allow to add buttons in any toolbar without having to define functionality immediately. Makes it quick to select the right icons and place them appropriately. Allow setting of actions later. sub-FRs: - Allow changing the actions for a button at a later time. Including removing previous, adding new, removing all... and the button still stays on the toolbar (unless explicitly deleted) - Allow custom tooltips for each button. In the tracker:
Just give it no action. In the filter type in no action, select it, and then give the non action action an icon.

You are right. I just assumed you could. I guess you can make custom actions with just the hold and call them hold 1,2,3 and them change them later. It would be nice to be able to change the action without deleting everything and recreating it. It is still an inefficient workaround for what you would like to do.
