Project Won't Set Project Sample Rate to 41000 khz

Reaper is being really stupid and no matter what I set it to in "Request sample rate", I still get 24-bit 48000 khz sample rate. The strange thing is that when I open up a new project and do the same thing, Reaper switches to 41000 khz. What is my problem, what am I doing wrong, can someone help? I want to switch to 44100 because it's less of a CPU load and my plugins sound utterly horrible when it's 48000 khz and 24-bit. I load up FL Studio, and it's real easy to see that I need to change my audio settings. Using Asio4All v2.10 on PC 64-bit 3.66. Thanks.

You change your project's sample rate here (Project Settings) "Request sample rate" is just a way to force your audio card to switch.

For everyone else stumbling over this: Also make sure your system is not clocked externally. If you don't know what that means, you can ignore that ;-)

First, take a look at your soundcard. It may be internally set to 48k (SBLives and a lot of onboards are native 48k) Setting it to 44.1k may not work, or it may for resampling of everything going through it causing artifacts or slowdowns or problems..... Just another reason you want to REPLACE your cheap onboard/gamer card with a REAL asio 24bit soundcard!
