Not a bug. I actually find strange that you think this could even work. The VSTi is inserted in an item so Reaper needs to read (play cursor needs to walk over it) its MIDI data, you can't set MIDI inputs for items man, that's why you can't play anything :)

I can 'hear' it and I think I answered it but I'll repeat it again: No, I have never used any other application where I can insert per-item/object/region/etc., FXs so I can't tell if this is possible in other applications (play a key/pad and hear it). Would I expect so? No, I'd actually be amazed if this is possible. Looking forward to your FR, I'll surely vote because it definitely looks interesting.

You can insert synthesizers/samplers as per-take FX, and any MIDI in the take will be routed to the synth. But you won't be able to preview MIDI with synths inserted this way, because the synth is directly (and only) connected to the media item: when the media item plays, the synth plays; when the media item isn't playing, the synth isn't playing. By analogy, you can insert an EQ on a media item, but any audio track input won't be processed by that EQ. Only the audio that is already recorded in that take is processed by the EQ. Out of curiosity, what happens in samplitude when you insert a DXi/VSTi on an audio item, like in the screenshot? How does MIDI get to the synth?
Maybe I approached this entire thing from the wrong angle. Instead of just randomly exploring this thing and trying to figure out some practical uses for per-item instruments on my own maybe I should have just asked people here what benefits they derive from them and kinda go with that. a friendly suggestion: There obviously is something you want to be able to work with and hear in your project. You have been trying to go about that with a particular method and found problems with that. However, I would expect there is some other approach to getting what you want. If what you want can be clearly explained, perhaps the people here can show you how to set up a project or track to do that. Personally, I use the 'per item' fx very rarely and when I do use that I usually 'apply fx to item and crop to take' very soon after auditioning the sound. More usually, if I have an item[s] that I want certain fx or vsti's on, I make a new track and move those to it and put the fx on the track fx chain... Is there some reason that method would not work for you?
