dvd author reports file too large

Hi, I'm using dvd2svd to rencode a dvd9 title to fit on 4.7 dvd im using cce 2.66 set at cbr My min bitrate is 2000 max 6000. The file is 4,570,789 kb which dvd author says is too big to fit on dvd.
