I would suggest removing everything that is not necessary in this machine and just getting it going first. Put 2 IDE drives in on one channel (1 master, 1 slave). Have your CDROM hooked up on the other channel (like a normal computer.) Take your sound card out, if you have one. Take the SCSI drives out (just for now). Get the config as simple as possible. Go into BIOS and load SYSTEM DEFAULT values. Set the boot device to the CDROM drive. Boot from the WINDOWS CD. See if you can load windows. If successful, then start adding in the components you took out one by one. Good luck!
